The Driver and Vehicle Licensing Authority (DVLA) has introduced clone detection technology known as OBD II scanners to strengthen vehicle verification processes and curb fraud within Ghana’s vehicle registration system.

In a statement issued on Wednesday, May 13, the Authority said the deployment forms part of efforts to identify vehicles imported through unapproved channels that illegally duplicate Vehicle Identification Numbers (VINs) of legitimately registered vehicles.

According to the DVLA, the practice of VIN cloning has in some instances led to genuine vehicle owners being wrongly flagged as having already registered their vehicles, creating administrative and legal complications.

The Authority explained that the new scanners are part of a broader strategy to enhance vehicle security, improve data accuracy, and protect the integrity of the national vehicle register.

“This deployment is a proactive measure to curb fraudulent registrations, improve vehicle security and reinforce the accuracy and credibility of the national vehicle register,” the statement said.

The DVLA urged vehicle owners, importers, and other stakeholders to cooperate with its officers as it continues reforms aimed at improving transparency and safety in the country’s vehicle licensing system.

The Authority added that the use of OBD II scanners will support more reliable verification checks during registration and help detect inconsistencies linked to cloned or tampered vehicle identities.
